RA01ATION CONTROLLED AREA ACCESS 1

Beginning at approximately 0600 hrs. 3/23/84, restrictions will be places' on access to the controlled side of the plant. All personnel entering the contr alled side must i

. sign in at the CARP deck (chemistry and radiation protection control point) at the ,

step off pad. Normally, all personnel entering the controlled side must have the white access card attached with the protected area badge packet. However, Security has received a temporary extension for certain watchpersons and G C. officers to continue working on the controlled side. A more permanent solution will be forth-coming.

so please exerci:e patience and u-derstanding with the personnel you come in contact '

with. We are working closely with chem and rad for a smooth transition.

Please review the attached temporary post orders for the security post at the step off pad. More information will follow as it becomes available<

i POST: Radiological Controlled Area Access Control LOCATION: Step off pad area adjacent to Door 159 ,

- STAFFING: One Armed Responder, one Watchperson DESCRIPTION: Routine duties for the Armed Responder include; watchtours. Vital Area tours, alarm response, alarm and cardreader testing.

Routine duties for the Watchperson include; man- 3 ning the desk, insuring personnel utilize the step off pad cardreaders.

NOTES: 1. Initially, no protective clothing will be re-quired. It is anticipated that a lab coat to protect the uniform and leather gear will be sufficient in the future.

2. The Armed Responder will sign in at the carp deck prior to assuming the post. This will free the officer for immediate response. The j Watchperson for this post will not be signing in.
3. The phone number at the post is 1425. A normal Rolm (3000) Phone will be installed at the Sec-urity desk in the future.

4 Some terms to be familiar with:

A. RCA - Radiological Controlled Area, also known as " controlled side", " hot side".

B. RWP - Routine Work Permit. 'This form de-fines your work in the RCA and is what you sign in on.

C. Carp Deck - The Chemistry and Radiation Protection sign in desk at the step off pad.

D. Access Control - tbst plant nersonnel use this term for what we call Rad Access",

not to be confused with Security Access Con-trol.

RADIATION PROTECTION-1 l

It has come to the attention of P. G. & E. company security supervision l that a number of officers (primarily armed responders) may have some questions re- j garding personal protective measures to be employed when entering radiologically controlled areas of the plant. As a matter of infortestion and to address a few specific ccncerns. please review the following:

1. Watchpersons, until adequately trained, will not be assigned to radiologically controlled areas of the plant. Those currently assigned to areas which will become radiologically controlled will be removed from these areas prior to criticality.
2. Radiation Protection Technicians will be available in Rad Access 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day to ensure that all personnel entering these radoloEi cally controlled areas of the plant are authorized to do -

so both in regards to training End routine or special work permits required.

3. Radiation Protection Tec'hnicians.will be available whan asked I

to ensttre that personnel are cognizant of appropriate protective measures to be employed depending rpon which area (s) of the plant are to be entered.

4 Initially, Radiation Protection Technicians will assist in the proper use of protective clothing, instrumentation and other specialized equipment necessary to ensure persor.a1 safety.

5. A status board will be maintained in Red Access showing WINGS 1.

RAD ACCESS / RAD AREA REQUIREMENTS Please review the fo15.uwing information regarding radiation control requirements:

1. In radiologically controlled areas (RCA) of the plant, non-work related items are not permitted. This does not' include personal j effects such as combs, wallets, keys, pocket knives, etc., which  ;

are carried in pockets. . This does include all hand carried items  ;

and items which can be ~ carried in pockets such as snack foods, 'j personal reading material, thermos', etc.

]

Note also that all items taken into radiologically controlled i areas will be checked by rad proteltion technicians prior to j being released from the RCA.

) 2. At our security post in Rt.d Acce'ss Control, non-work related reading material and paperwork is not permitted. In addition, your demeanor at this post is the same as that required for Security Access Control. ,

3. Attached is a copy of the special instructions for the routine work permit allowing qualified officers inside radiologically controlled areas of the plant. Please review this at your -

convenience.

As additional information regarding requirements related to the operatidn of the Diablo Canyon Power Plant becomes available, you will be advised.

When responding to an intrusion alarm, Security personnel may respond irmnediately I wearing shoe covers, lab coat and latex gloves only. In addition, a Rad Protection escort must accompany the Security personnel, l t

In the event of a deterioration is radiological conditions in any given area, this RWP becoines invalid for that Fea and entry int $that area will require an SWP until conditions have stabilized. ,
