Enclosed is one copy of Revision Vill of the Physical Security Plan for the U.S. Geological Survey TRIGA Reactor Facility. The plan was revised as permitted by 10 CFR 50.54(p) and this document is submitted accordingly. The USGS Reactor Operations Committee approved the changes to the Physical Security Plan and found them to not decrease the effectiveness of the plan.

Details of the changes are as follows, with page numbers referring to the enclosed copy.
- 1. The entire document was reformatted, renumbered, headers and footers added, and reprinted.
- 2. Page 1, Section 6.1.2, last sentence was rewritten to clarify.
- 3. Denver Federal Center was replaced by the acronym "DFC" in six places (Section 6.1.3.1 and Figure 6.1)
- 4. Federal Protective Service was replaced by the acronym " FPS" in 18 places (Sections 6.1.3.1, 6.1.3.2, 6.1.4.1, 6.2.3, 6.2.4, 6.2.11, 6.2.12.1, 6.2.12.2, and 6.2.12.3.
- 5. Page 2, Figure 6.1 was redrawn to improve readability.

- 6. Page 3, Section 6.1.3.2, the 2"d paragraph was changed to indicate that the control center is now in Building 53. The control center was previously in Building 1, and both Buildings 1 and 53 are about the same distance (~0.5 mile) from the reactor facility.
- 7. Page 6, Section 6.1.4.1 A was changed to indicate testing each calendar week.
l Original wording was that testing would be weekly.
- 8. Page 7 and following, the title of the USGS designated official has been changed to
" Chief, Office of Program Support (OPS)" in seven places (Sections 6.2.1,6.2.1.4, 6.2.12.3 a,6.2.12.3 d, and 6.2.12.4).

- 9. Page 7, Section 6.2.1.1, the first sentence was rewritten to indicate that emergencies i
can occur at any time.
- 10. Page 8, Section 6.2.1.2 d, the title " Coordinator /Altemate has been changed to
" Occupant Emergency Coordinator /Altemate". This was done to make the plan consistent with the USGS Occupant Emergency Plan.

- 11. Page 8, Section 6.2.1.2 e, the title of " Chief Warden has been changed to " Area monitor". This was done to make the plan consistent with the USGS Occupant Emergency Plan.
- 12. Page 8, Section 6.2.1.2 f, the title of " Bomb Search and Reconnaissance Officer" has l
been changed to " Technical Advisor". The Technical Advisor will assist bomb search teams, but the bomb search team leader will direct the bomb search team activities.
- 13. Page 8, Section 6.2.1.2 g has been added to include the definition of " Damage Control Coordinator". This was done to make the plan consistent with the USGS l
Occupant Emergency Plan. The Damage Control Coordinator will primarily be concerned with the status of building utilities and hazardous substances, j

- 14. Page 8, Section 6.2.1.3; " Command Post" has been renamed " Command Center".
This change was made in three places in this section.
- 15. Page 8, Section 6.2.1.3, the Command Center location has been changed from the Management Office to the conference room in Building 15, or, if not habitable, a location across the building's south parking lot. This change was made because the Management Office is too remote from the building to be of value as a command center.
- 16. Page 11, Section 6.2.11, " Nuclear Science Building" was changed to " Building 15" to -
be consistent with the nomenclature commonly used at the site.
- 17. Page 12, Section 6.2.12.3 b, the first sentence was changed to indicate new titles of personnel who would be used for bomb searches. Also changed was the requirement that bomb search personnel be employees, allowing any support personnel to be used.
- 18. Page 13, Figure 6.4 was updated to reflect the new titles of Operational Support Chief and Central Region RSO. The block for Reactor Technicians was also deleted
.since there have been no Reactor Technicians at the facility for about 15 years. The l
emergency organization does not assign duties to Reactor Technicians.
