PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PN-75-15 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.
The information presented is as initially received without verification or evaluation and is basically all that is known by OIE staff as of 8:00 a.m.
on date of this notification.

SETTLEMENT OF SERVICE WATER PUMPHOUSE SERVING UNITS 1 AND 2 Our Region II (Atlanta) office was notified on April 16, 1975, that the service water puuphouse for Units 1 and 2 had settled excessively.
Measurements at the corners of the structure (40 feet X 60 feet) show settlements between 2.4 and 6.7 inches.
Settlement of the structure first became a concern to the licensee in early 1972 when.one.of the wing walls separated from the pumphouse 3/8 of an inch.

~ of the structure has been monitored by VEPCO since August 1972.

The FSAR, dated January 3, 1973, states that the anticipated settlement would be 1.44 inches. In the light of what was being experienced, the anticipated settlement was changed by amending the FSAR December 18, 1974, to 4.8 inches at the center of the pumphouse.
It is anticipated that the structure will settle at least 3 additional inches over its service life.
We are distributing this information at this time because of recent high public interest shown at this facility in connection with public hearings on site suitability and allegations that VEPCO had made material false statements in their application.
L Two Region II inspectors were at the site April 29, 1975, and reviewed the problem with plant construction management. NRC Licensing g
