Dear Mr. Miraglia:

l The purpose of this letter is to update the Rancho Seco E0P Procedures Generation Package (PGP) and to provide additional information as the District committed to in the referenced letter.

In the referenced letter the District committed to provide an evaluation to compare the Technical Bases Document (TBD) against the'EOPs. Two evaluations were performed in order to fulfill this commitment. Attachment 1 contains the evaluation performed by Babcock and Hilcox and the District's response to that evaluation. The District has also performed its own evaluation; the results are provided as Attachment 2. The referenced letter also committed to provide the updated Hriters Guide (AP 2.24) for the E0Ps reflecting the TBD as the basis for the development of the E0Ps (Attachment 3). The E0Ps which will be in place for startup will be supported by a revision to Attachment 2 as described in the Writers Guide. To complete the PGP update the current E0P Validation and Verification Procedures (AP 2.06 and AP 2.07) are provided in l

Attachment 4.

It is the District's understanding based on a telephone conversation on October 19 with NRR and Region V that a comparison of the Cooldown Procedure (CP) series of procedures is not required at this time.
