50-328 SEQUOYAH NUCLEAR PLANT (SQN) - ENFORCEMENT CONFERENCE HELD AT SQN ON OCTOBER 22, 1987 During the enforcement conference held at SQN on October 22, 1987, the NRC questioned TVA as to why an additional review of USQDs is not required to provide assurance that no undetected errors in judgement exist involving technical specification changes related to 10 CFR 50.59. Our response is provided in the enclosure.
TVA also agreed to'make the schedules of corporate and site Quality Assurance and Engineering Assurance audits of the implementation of new change control and unreviewed safety-question determination programs available to NRC to review.
This information will be made available during future NRC inspections.

ENCLOSURE Posi tion An additional review of past USQDs is not needed to provide assurance that no undetected errors in judgement exist involving technical specification (TS) changes related to 10 CFR 50.59.
Justification The technical justification for this position is based on the verification processes and reviews that ensure the systems and associated design basis are adequate, and the systems will perform their identified design functions.
This verification is part of the Design Baseline Verification Program (DSVP).
The DBVP confirmed the functional and technical adequacy of system evaluations and completeness / correctness of supporting documentation.
It provided for a review and correction of modifications performed for systems required to mitigate accidents and safely shutdown the plant.
The DBVP included:
Verifying and establishing the plant configuration.
Reconstructing the design basis.
Reviewing and evaluating modification changes since OL issuance against the design basis.
Performing the required tests or modifications developed from this review and evaluation.
Additionally, the TS were reviewed against the design criteria and surveillance instructions.
TS tables were reviewed for accuracy and correctness against the design basis and documentation.
The pre-restart and startup testing will ensure that safety systems are capable of meeting TS requirements.
In conclusion, these activities, in addition to the other programs and reviews outlined in the Sequoyah Nuclear Plant Performance Plan, provide assurance that the areas likely to be affected by improper application of USQDs have been appropriately assessed and an additional review of past USQDs is not warranted.
