MINUTES OF JULY 15,1998 TELECONFERENCE WITH DOE /RU The followmg members of the TWRS Section, FSPB, were in attendance for the July 15, 1998, teleconference with DOE /RU-Nick Baker Amy Bryce Lydia Change Gary Comfort Amy Hoadley Steve Koenick Robert Lewis Alex Murray Richard Struckmeyer Mike Tokar Walt Pasciak Rex Wescott DOE members in attendance were:

o Seismic Tecues Paner DOE has received NRC's seismic issues paper and has begun reviewing it. DOE inquired whether there was a deadline for submitting comments and/or what the next step in the process was. DOE was advised that there was no deadline for comments. The next step would depend on j

whether there are major conflicts in philosophy in policy and, if so, whether they can be resolved U,

at the stafflevel. DOE advised that since there was no deadline, their review would be placed on the back burner until the Transition Issues and MOU activities were completed.

DOE explained that they have scheduled a September 1,1998 target date for finalizing the RU's transition plan and an October 1,1998 target date for a strawman of the MOU based on Bob Pierson's request that both these issues be resolved by the end of the fiscal year. The RU will be focusing the majority of manpower on the Transition Plan until it is done.

NRC is drafting responses to the last portion of the transition issues and will forward these to DOE next week (7/20-24), pending Bob Pierson's review and approval. DOE advised they l

may also have a draft for NRC review and will forward it in the next week or so.

, DOE advised they are focusing on the issues addressed in the RU's Evaluation Reports to confirm changes / additions have been incorporated in the revised documents. They are also making sure that other changes are not made in the revised documents that were not identified. DOE plans to combine all comments by next Friday (July 24th) and will have a meeting with BNFL to discuss them on the following Tuesday (July 28th).

DOE requested that NRC submit comments by c.o.b. Wednesday (July 22nd), if possible, cc: R. Pierson, FCSP TWRS Section Staff l
