Georgia Power Company's letter of March 20, 1987, proposed Technical Specification changes for Plant Hatch Unit 2 to allow performance of hydrogen injection testing.

The following additional information is provided in regard to that submittal, pursuant to scesequent verbal requests from NRC.

1.

The cover letter for the proposed change incorrectly referenced Technical Specifications Table 3.2.1-1 as being affected.

The correct reference is Table 2.2.1-1.

The proposed changed Technical Specification pages provided with the submittal are correct.

2.

Information regarding radiation levels experienced during the ongoing Unit I hydrogen injection test is provided as an Enclosure.

The enclosed information is preliminary and subject to verification.

3.

EPRI NP-4947-SR-LD, "BWR Hydrogen Water Chemistry Guidelines:

1987 Revision", dated March 13, 1987, have been followed for the test installation.

.NRC DOCKET 50-366 OPERATING LICENSE NPF-5 RADIATION SURVEYS INTRODUCTION:

The primary' source of radioactivity in the BHR steam is 7.13 sec N-16 from the 0-16 (n,p) reaction.

The N-16 is ' formed in the liquid' phase within the reactor core and is then partitioned between the reactor water l

and steam during the phase separation.

With standard BWR water chemistry, the bulk of the N-16 formed is quickly converted to relatively N0'3 Only a small i

non-volatile anionic species, 'primarily NO2 or amount of the N-16 goes into the steam.

As the oxidizing potential of the coolant is reduced by hydrogen, the proportion of the N-16 converted to more volatile

species, such as NH,

N, or N0,

markedly 3

increases and the fraction released to the steam rises commensurately.

One of the objectives of the mini-test is to evaluate this partitioning l

effect and the resulting dose rate changes in the plant and in the surrounding environs.

These data should help to answer questions on.

changes in local and overall ALARA, shielding requirements, and boundary dose rates.

MEASUREMENTS:

The Plant Hatch Unit 1 radiation measurements were made in four different distance location sets, and with three different instrument types.

The location sets were determined on the basis of geography and expected radiation levels.

The procedures and locations used for the L

measurements were documented in Hydrogen Water Test Procedure number 42P-060186-0S-1-IS.

Steam Line Monitors (A. B. C. and D) located in the steam tunnel.

The normal steam line monitors have a continuous readout in the control room.

The dose rates measured by these ion chambers were recorded at each hydrogen addition sequence.

Enclosure shows the normalized MSLRH for six plants including Hatch Unit 1 during Hydrogen Water Mini-Tests.

RADIATION SURVEYS The data are shown in Table 1 as a ratio of dose rate at a level of hydrogen injection to normal operation dose rates.

The plant measurements were taken in normally occupied areas, potential maintenance areas, and areas needed to estimate the source term dose rates of the turbine.

The dose rates were measured with two types of instruments, an air ion chamber, and. an Eberline pR meter.

Area measurements and contact readings were obtained.

The same instruments were used in each measurement sequence at the same locations to eliminate calibration and response bias from baseline valves.

The measured data are shown in Tables 2 to 5 and are plotted in Figures 2 to 7.

Tables 7 and 8 show the measured values and Figures 10 to 13 show the plotted data.
