DPR-42 50-306 DPR-60 Commitment Change: Toxic Gas Detection Training in a Supplement No.1 to License Amendment Request," Revision to Main Control Room Habitability Study," dated July 9,1984, NSP noted:
Based on the msults of this study, Northem States Power feels that the Ammonia, Hydrochloric Acid, and Formaldehyde detection systems are no longer required at Prairie Island and, subject to NRC approval, will no longer be utilized to satisfy the requirements of NUREG-0737, Item lil.D.3.4. In theirplace, human detection along with administrative controls and training cf control room personnel will be utilized to provide protection from these gasses.
.V in a Safety Evaluation Report (SER), dated March 4,1985, the NRC noted:
In a further submittel dated July 9,1984, the licensee proposed to replace ammonia, hydrogen chloride and formaldehyde detectors by a training program in which controlroom operators would be taught to recognize these gases by smell and react before incapacitation would occur.

three chemicals mentioned above by smelling them is deemed by NSP to be an imprudent health risk. Regarding toxic gas recognition, NSP wishes to clarify its I
position to note that the training program only require that operators have a sense of l
smell and that they be given information regarding the physical characteristics of tnese
(
chemicals. Training willinclude donning self contained breathing apparatus and
{
manual isolation of the control room in the event of a noticeable toxic chemical odor.
In this letter we have made no new Nuclear Regulatory Commission commitments, but l
have clarified a previous commitment.
