SUMMARY
- MEETING WITH BWXT AND ARCO REGARDING THE DECOMMISSIONING OF THE PARKS SLDA FACILITY On June 16,1998, U.S. Nuclear Regulatory Commission (NRC) staff met with the staff from BWX Technologies (BWXT), and the Atlantic Richfield Company (ARCO) at NRC Headquarters in Rockville, MD, to discuss the decommissioning of the Shallow Land Disposal Area (SLDA)in Parks Township, PA. An agenda for the meeting, as well as the attendance list, is attached.
The meeting generally followed the agenda. During the morning session, BWXT, ARCO, and NRC discussed the requirements of the NRC's License Termination Rule (LTR)(10 CFR 20 Subpart E), and its impact on the decommissioning of the SLDA. BWXT and ARCO indicated that, while they planned to submit a decommissioning plan to NRC in the future (see below),
they have not reached a decision on whether they agreed with NRC's position that the SLDA does not meet the criteria for " grand-fathering" under the LTR. NRC then described the activities that BWXT, ARCO, and NRC will need to undertake to review and, if appropriate, approve the decommissioning plan for the SLDA. BWXT staff stated that it was their intent to submit an amendment request to delete Condition 14a of SNM -2001, and a date for submitting a decommissioning plan for the facility, by July 13,1998. NRC sta# indicated that,if the July 13,1998, date could not be met, BWXT should inform NRC and request an extension to the due date.
During the afternoon session, the staffs discussed the technical issues associated with developing a decommissioning plan for the SLDA, should BWXT and ARCO elect to submit a decommissioning plan pursuant 10 CFR Part 20.1403. Representatives from the Pennsylvania Department of Environmental Protection (PADEP) participated in this session.

The information previously submitted to NRC that could be used in the decommissioning plan and the best method to incorporate the information; 2.
The additional information that needs to be submitted tc NRC to support the decommissioning alternative proposed by BWXT and ARCO;

The type and extent of public involvement that will need to be undertaken by BWXT and NRC, if BWXT and ARCO propose to decommission the SLDA with site use restrictions in place; 4.
The dose-modeling scenarios and institutional controls that will need to be considered and the manner in which they should be developed for the facility.
5.
The work already completed by NRC, including certain analyses contained in the withdrawn Draft EIS (DEIS).
Based on these discussions the following conclusions and or agreements were res:J.ed:

NRC will determine if more characterization of the site is needed.

NRC will determine if any other licensed sites are located over mines and, if so, provide the list to BWXT.

NRC will identify and inform BWXT of what " deficiencies" were associated with the l
modified stabilization in place option that was presented in the withdrawn DEIS. [ Based I
on NRC staff discussions subsequent to the meeting, NRC staff determined that it could provide information on the procedural deficiencies with the MSIP as presented in ti.a withdrawn DEIS, but would not be able to provide information on I
the technical deficiencies of the MSIP as the staff had not conducted a full evaluation of this option].
4.
BWXT will evaluate an additional decommissioning alternative that includes the removal and disposal of the material in Trenches 1 and 10, with the remainder of the material being stabilized in place at the site.
5.
NRC will determine the extent that engineered barriers can be used to limit doses, from material left at the site.
