LICENSE APPLICATION FOR OAK RIDGE NATIONAL LABORATORY MODEL HFIR CASK
REFERENCE:
LETTER FROM R. T. ANDERSON (GNSI) TO C. MACDONALD (NRC) DATED 10/29/87 This letter supercedes in its entirety the referenced letter.
General Nuclear Systems, Inc. (GNSI), submits to the Nuclear Regulatory Commission (NRC) a license application for a spent fuel cask to be used by research reactors.
The U.S. Department of Energy (DOE) will have ownership of the cask and license, and the Certificate of Compliance will be issued to the 00E.
Enclosed is the initial submittal of the Safety Analysis Report describing the design of a reusable shipping package fabricated for transport of fissile Class I spent nuclear fuel, designated as the HFIR Cask. The shipping package consists of a welded stainless steel and lead cylindrical cask with bolted lid closure, changeable fuel baskets, and top and bottom impact limiters.
The SARP has been prepared in accordance with proposed Revision 2 to Regulatory Guide 7.9, Standard Format and Content of Part 71 Applications for Approval of Packaging for Radioactive Material.
The design, certification, and fabrication of the spent fuel cask has been contracted by the Oak Ridge National Laboratory to General Nuclear Systems, Inc. (GNSI).
Therefore, GNSI shall act as the prime contact with the NRC in this license application. All official correspondence on th h license application should be directed to:

PDR 220 Stoneridge Drive Columbia, South Carolina 29210 The U.S. Department of Energy (DOE) will have ownership of the cask and license, and the Certificate of Compliance will be issued to the DOE.
The cask will be used by government and university facilities that promote the general health and safety of the public through research, training, and isotope production.
The Oak Ridge National Laboratory and the Brookhaven National Laboratory will be the principal users of this cask.
Therefore, GNSI requests that the license application fees be waived in accordance with 10 CFR i
