Dear Mr. Kingsley:

On July 9,1998,' the NRC completed a follow-up inspection of your implementation of 10 CFR
I
50.65, " Requirements for Monitoring the Effectiveness of Maintenance at Nuclear Power
l Plants" (the maintenance rule) at the Byron Units 1 and 2 reactor facilities. The enclosed report
presents the results of that inspection.

Your program for implementing the requirements of the maintenance rule followed the guidance
provided in NUMARC 93-01, " Industry Guideline for Monitoring the Effectiveness of
Maintenance at Nuclear Power Plants," dated April 1996, which was endorsed in Regulatory
Guide 1.160, " Monitoring the Effectiveness of Maintenance at Nuclear Power Plants," dated
March 1997. Concems and open issues identified during the April 1997 baseline inspection
- were adequately resolved and your program was revised accordingly to meet the requirements -

No violations of NRC requirements were identified during the course of this inspection.
