Dear Mr. Russell:
Philadelphia Electric Company has completed an in-depth analysis of its corporate organization and systems for management and support of its nuclear operations, and of its ability to self-identify problems and take prompt corrective actions. We have developed a detailed action plan which represents dramatic change and will demonstrate dramatic improvement.
This plan, which is entitled, " Plan for Restart of Peach Bottom Atomic Power Station,Section I, Corporate Plan," is enclosed herewith and is hereby submitted to NRC Region I in compliance with the March 31, 1987 Order. Fif teen (15) copies are submitted, and additional copies will be provided upon request.
Section 11 of the Plan, which will be related to Peach Bottom Site-specific activities, is scheduled to be submitted to you on or about January 15, 1988.
These two documents collectively will be PE's response to the NRC's requirement of a comprehensive plan and schedule for a corrective action program prior to restart of Peach Bottom Atomic Power Station.
