NRC DOCKET NUMBERS 50-424 AND 50-425 OPERATING LICENSE NPF-68 CONSTRUCTION PERMIT NUMBER CPPR-109 V0GTLE ELECTRIC GENERATING PLANT UNITS 1 AND'2 REOUEST FOR ADDITIONAL INFORMATION: COMMUNICATION SYSTEM Gentlemen: . Attached are FSAR changes in response to questions from your staff during an October 28, 1987 telephone conference on Amendment 34 to VEGP FSAR Section 9.5.2. These changes will be included in the next FSAR amendment. An-explanation of these changes is discussed below. The design for the Unit 2 communication system will be similar to the Unit I design. Consistent with the presentation of other drawings in the FSAR we propose to delete the sheets of Figures 9.5.2-1, -2, and -3 which represent the Unit 2 drawings (sheets 4, 5, 6, and 8 of Figure 9.5.2-1; sheets 2 and 4 of Figure 9.5.2-2; and sheets 5, 6, 7, 8, and 10 of Figure 9.5.2-3) to avoid confusion between the state of the design of Unit I and 2 and the revision of the respective drawings. The addition of a " Merlin" system to the technical support center (TSC) avd Control Room areas represents an enhancement of the private automatic branch i exchange (PABX) system. It allows each telephone in these areas to be programmed with specific numbers. A sentence will be added to the first l paragraph of Section 9.5.2.2.2 to discuss these capabilities. The Amendment 34 changes to FSAR Table 9.5.2-1 were made to reflect the minimum communication eauipment available for safe shutdown in a given group of rooms. Upon' consideration of your auestion with respect to deletion of the telephone /page (T/P) eauipment in the safety-related 4.16KV and 480 V sWitchgear rooms, we would propose additional modifications to Table 9.5.2-1 to explicitly define what is reflected in Figure 9.5.2-1. Namely, for safe shutdown in the switchgear rooms, the sound powered system and PABX systems are available except as noted in footnote (c) of FSAR Table 9.5.2-1. These systems allow diverse means of communication with other areas of the plant. Should communication other than the sound powered system be required in rooms 207 and 223, there is PABX eauipment available in close proximity (rooms 209 and 220), k y e

The normal supply to the inverter is from a common normal 480-V ac motor control center.that is. backed by 19 a non-Class 1E-(security)' diesel generator C. The bacNup' supply to the inverter is from the 125-V de technical support center battery. This battery is sized for 1 h of' operation after loss of power.to the battery chargers. One cf the battery. chargers for-this battery receives. backup power from a non-Class 1E .19 security diesel generator should normal power be lost. D. During testing or maintenance, the telephone /page system will receive power from a normal 120-V ac source. ~ -'~ A-five-tone siren tone generator is provided to annunciate alarms using the telephone page system amplifiers and speakers. Alarm initiation and tone selection capability are provided in the Unit 1 control room. The frequencies provided are: Tone' Nominal Frequency (Hz) Nominal Pulse Rate (c/s) Yelp 300 - 800 23 Warble 400 - 700 4-8 Siren 450 - 900 2-4 Pulse 475 + 25 4.5 + 0.5; Steady 700 None Since volume control adjustment knobs are provided with each . amplifier, a volurae control bypass relay is provided. These I relays bypass the volume controls upon initiation of an alarm by the siren tone generator, thereby ensuring full volume for all alarms. All zones are automatically merged during an alarm condition. Within Unit 1, Unit 2, and outside area zones, subcircuits are provided which break the zone into several sections. Each 19 j subcircuit can be disconnected from the rest of the system at a central location should a disabling failure occur. l I 9.5.2.2.2 PABX System ~ The PABX system provides communications at all times between all stations, with capability for transferring calls and providing conference calls between three or more stations.3% 9.5.2-2 Amend. 19 9/85 INSERT ATTACHED HERE
