Dear Mr. Bowling:

This letter refers to several investigations conducted at the Millstone Nuclear Power Station by the NRC Office of Investigations (01) Field Office, Region 1. The following information is provided conceming each of tho above referenced Ol cases.

01 Case No. 1-95-040 was initiated on September 5,1995, to determine if Northeast Utilities (NU) discriminated against a senior engineer for raising safety concems regarding the Unit 1 spent fuel pool cooling system. Based upon a review of the matter, the NRC staff concluded that there was not sufficient evidence to substantiate the allegation of discrimination.

01 Case No. 1-95-046 was initiated on October 31,1995, to determine if NU discriminated against a senior engineer for raising safety issues regarding the Millstone Unit 1 spent fuel pool. Based upnn a review of the matter, the NRC staff concluded that there was not sufficient evide7ce to substantiate the allegation of discrimination.

O1 Case No. 1-97-002 was initiated on January 15,1997, to determine if NU discriminated against a senior engineer for raising safety concems regarding tube scaling in the Millstone Unit 1 Iow pressure coolant injection system heat exchangers. Based upon a review of the matter, the NRC staff concludad that there was not sufficient evidence to substantiate the allegation of discrimination.

l 01 Case No. 1-97-026 was initiated on July 9,1997, to determine if an Instrumentation and D

Control (l&C) Planner and Scheduler at Millstone Unit 2 had been barred from working at Millstone Unit 3 for having raised safety concems. Based on a preliminary review of the matter, the NRC staff determined that this case was a normal priority and was

administrative!y closed.

Of Case No. 1-97-037 was initiated on September 15,1997, to determine if NU discriminated against a former offsite program supervisor for raising safety concems regarding Emergency Preparedness support. Based upon a review of the matter, the NRC staff concluded that there was not sufficient evidence to substantiate the allegation of discrimination.

In a related matter, we note that you have initiated actions to address the NRC Order dated October 26,1996, to establish a " safety conscious work environment" program, strengthen l

leadership skills, and foster a team-building relationship between management and the l

workforce to preclude future actual or perceived incidents of the type that prompted t.hese investigations.

In addition to the above discrimination cases, O1 Case No. 1-95-048 was initiated on November 16,1995, to determine whether NU provided false, inaccurate, or incomplete information in a November 30,1990, submittal to the NRC, regarding a

  • Proposed Revision to Technical Specifications Cycle 4 Reload - Spent Fuel Storage." Based upon a review of this matter, the NRC staff did not identify a 10 CFR 50.9 violation.

No reply to this letter is necessary. In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC Public Document Room (PDR).
