1983, Supplemental Response to inspection Report No. 317/83-03; 318/83-03 Gentlemen:

Reference (a) transmitted an item of noncompliance with 10 CFR 50 concerning the use of uncontrolled drawings from aperture card printers for safety-related activities.

References (b) and (c) provided our corrective action for the problem, in which we stated that the aperture card printers had been disabled to prevent the inappropriate use of uncontrolled drawings in the future.

The Baltimore Gas and Electric Company relocated its nuclear engineering organization to Calvert Cliffs in 1986. In conjunction with this move, additional aperture card printers were installed on site and made available to the plant engineering staff for their use. We recently recognized this conflict with the commitment made in References (b) and (c).

In 1983, the aperture card printers in use were inadequately controlled and the users were inadequately trained and not fully aware of the problems that could result. Since that time we have reevaluated and improved our print and drawing program and we feel that our current program is sufficient to prevent uncontrolled drawings from being used in safety-related activities.

Document Control Desk November 20,1987 Page 2 Quality Assurance Procedure (QAP) 12, " Drawing and Technical Manual Control," controls the printing, distribution and use of prints and drawings at Calvert Cliffs. This procedure was issued in July 1983. At the time of the 1983 inspection, this QAP did not exist. We have since issued this procedure and made our people more aware of the consequences of using uncontrolled drawings. Individuals using aperture card prints are being held personally accountable for adhering to control requirements. In addition, access to the aperture card printers is limited to only trained and qualified personnet.

Based on our existing controls, we intend to maintain the current aperture card printing capability. In addition we plan to install additional printers in the future I

on an as-needed basis. We will continue to ensure that safety-related activities are performed 'with only controlled drawings or prints.
