As a result of the inspection conducted on September 22 through November 5,  ;

1987,'and in accordance with 10 CFR Part 2, Appendix C - General Statement of '

Poli,cy.and Procedure for NRC Enforcement Actions (1985), the following violation was,1dentified:

1. Theprecautionstatementint$eprocedurewhichstatedthatopeningthe racking' screw shutter on a closed circuit breaker would trip the breaker was incorrect.

2. The procedure did not caution the operhor to verify the position of the open/close indicator prior to proceeding to rack-out the breaker.

3. The procedure did not caution the operator to actuate the manual trip button prior to rack-out of the breaker.

This is a Severity Level IV violation (supplement I).
