Dear Ms. Edelman:

The Nuclear Regulatory Conimission (NRC) has reviewed the drafts of the three Working Groups it participated in: Working Group 1, " Prevent'ng and Deterring;" Working Group 4,

' Crisis / Consequence Planning and Management;" and Working Group 5, " Nuclear, Biological and Chemical Agents." In response to your request of June 24,1998, none of the input to these reports from the NRC participants contained any classified information.

Further, in response to your request on identified NRC budget needs to support implementation of the 5-year Interagency Counter-Terrorism and Technology Crime Plan, we have identified the following resource requirements.- Our initial requests for any future counterterrorism funding include the following:

1 FTE at the GG 13/14 level for NRC staffing at the Federal Bureau of Investigation Counterterrorism Center

$450K to annually provide NRC funding for the Department of Energy Credibility Assessment Team project to assess Nuclear _ Threat messages directed at commercial nuclear facilities. NRC fundicg for this project has been eliminated as of FY99 fue to budget cuts.

$100K to annually fund counterterrorism exercises, conducted by NRC, involving NRC licensed facilities and materials.

I This is an initial funding request and is subject to review as the 5-year plan is finalizeo. The

%h NRC budget is 100 percent fee-recoverable through its licensees in the commercial nuclear industry. The above identified resources are in addition to and outside of our overall agency budget request. Based on past experience in funding counterterrorism initiatives at NRC, such activities would not expect to be funded in the normal NRC budget process. Therefore, we appreciate the opportunity to identify funding that may become available as a result of the 5-year plan.
