TELECON (JULY 14, 1987, 2:00PM) WITH DETROIT EDISON CONCERNING FERMI-2 THEPy.AL HYDROGEN RECOMBINER SURVEILLANCE (BLOWER SHAFT SEAL) - TAC 64323 A conference call was held between the Detroit Edison (Steve Frost etc.) and staff (J. Kudrick, R. Anand an6 J. Stefano) on July 14, 1987 concerning adequacy of Fermi-2 Themal Hydrogen Recombiners Surveillance requirements for the blower shaft seal. The licensee submitted a LER 86-047-01 dated February 9,1987 regarding a failure of the Division II Thermal Hydrogen Recombiner System. The licensee was performing a Technical Specification (TS) required 6-month functional surveillance on the Division II hydrogen recombiner system.

The test was being performed using the Keep-Fill (Demineralized water) system as a source of cooling water for thermal recombiner system.

During the test, the licensee initiated the RHR system in the torus cool %g mode in preparation for HPCI testing. When the RHR system was started, the air temperature of the thermal recombiner began decreasing. This prevented successful completion of the thermal recombiner surveillance.

T.S. 4.6.6.1 states; "At least once per 6-months by verifying during a recombiner system functional test that the heater outlet gas tempera-ture increases to greater than or equal to 1150 F within 75 minutes and is maintained for at least I hour." The licensee was unable to satisfy these requirements upon initiaition of the RHP system and subsequently declared both j

divisions of thermal recombiners inoperable and took appropriate action to comply i

with T.S. 3.0.3.

The plant was in Operational Condition 2 (startup), operating i

at 917 psig, 520'F., and 4 percent reactor power.

j The licensee has determined that the inability to achieve outlet gas temperature l

was due to excessive cooling flow through the combiner pas blower shaft seal.

The cooling water flow to the thermal recombiner had been provided at 80 psig through the Keep-Fill system. When the RHR system w:s started, the pressure I

was increased to about 220 psig which resulted in greater flow and thus more l

cooling. This resulted in a decrease of the thermal recombiner temperature.

l As corrective actions, resized orifices have been installed, and surveillance I

test procedures have been revised to require recombiners functional testing be performed with the RHR pumps operating. The fact that the redesign implemented by the licensee corrected the problem, the staff expressed a desire to review the details of the redesign and requested that the licensee describe methods to conduct surveillance to ensure the continued availability of the themal l

, - -recombiners as the plant operates for longer periods of time. Additionally.

the staff also expressed interest with the design details to ascertain if the event at Fermi-2 could involve any generic irnplications. By letter dated April 3, 1987, the licensee provided a comprehensive information regarding the design details.

The staff expressed its concern that the surveillance testing, while acceptable as proposed, was being diluted in that e position of the test requirements would be in the technical specifications while the actual test to be perfomed would be in the licensee's surveillance test program. The concern was that this dilution of test requirements could cause confusion.

It is the staff's position that since the Femi-2 design is unique (the only other plant which requires cooling water for the hydrogen recombiner blower shaft seal is Shorehami end that hydrogen thermal recombiners are an integral part of the DBA analysis for LOCA, all of the surveillance test requirements should be included in the Fermi-2 Plant Technical Specifications. The licensee disagrees with this posiiton and believes that inclusion of such surveillance test detail in the technical speci-fication is contrary to on going efforts to delete unnecessary requirements from the Plant Technical Specifications.
