STAFF REQUIREMENTS - BRIEFING ON NORTH ANNA STEAM GENERATOR TUBE RUPTURE EVENT, 9:30 A.M.,
MONDAY, NOVEMBER 9, 1987, COMMISSIONERS' CONFERENCE ROOM, D.C. OFFICE (OPEN TO PUBLIC ATTENDANCE)
The Commission
- was briefed by the staff on the July 15, 1987, steam generator tube rupture event at Virginia Power Company's North Anna Unit 1 Nuclear Power Station.
The Commission requested the staff to address the safety significance of the licensee diverting a senior non-licensed operator / maintenance personnel to man the phone and transmit plant status to NRC and thereby making that individual unavail-l able to assist in returning the plant to safe shutdown i
conditions.
l The Commission furthermore requested additional information on the procedures which direct the operator to decrease reactor power as primary to secondary leakage increases.
The staff should address the permissible period of continued plant i
operation at degraded conditions and the associated safety significance.
