1.0 INTRODUCTION

By letter dated March 16,19g8, Commonwealth Edison Company (Comed, the licensee) l submitied the Zion Certified Fuel Handlers (CFH) training and retraining program to the NRC for approval. The purpose of the CFH training and retraining program is to equip appropriate operations personnel for operations appropriate to the current defueled status of the units, for fuel handling operations, including responses to abnormal events / accidents, and ensuring public health and safety. This request was submitted as a result of Comed's decision to permanently cease operation of the Zion Nuclear Power Station.

2.0 EVALUATION in its permanently defueled conoition, licensed operators trained in accordance with the requirements of 10 CFR Part 55 are no longer required at Zion Station. By letter dated Man:.h 30, 1998, Comed has reque?%d to amend Zion's Technical Specifications (TS) in order to describe the training and qualification requirements that are appropriate for operators at a permanently defueled facility. This amendment to the TS will allow the use of CFHs in lieu of licensed operstors. The staff is curtsntly reviewing this amendment request. The CFH training and retraining program provides the training necessary for operators at a defueled facility.

The proposed CFH training and retraining program establishes CFH training for Zion. This program ensures hat the training and qualifications of the CFHs are cammensurete with the

- tasks to be performed and the conditions requiring a response. Pursuant to 10 CFR 50.2, the CFHs are non-licensed operators who have qualified in accordance with a fuel handler training program approved by the NRC.

The program was developed using a systems approach to training (SAT) process that reproduces the approach used to develop the accredited Zion Reactor Operator and Senior Reactor Operator training and retraining programs. The SAT process provides for the development, maintenance, and modification of training programs to ensure continued l successful performance on the job by trained, qualified individuals. As set forth in 10 CFR 55.4, an SAT process includes provisions for revision of the training based on the performance of trained personnelin the job setting. In addition, because the Zion CFH training and retraining program is SAT-based, it is acceptable for Comed to modify it without prior NRC approval provided that (1) the changes assure that suitable proficiency in the performance of the i

1 program's activities is maintained, and (2) the licensee maintains sufficient records documenting the changes and keeps them available for NRC inspection to verify the adequacy of the program in accordance with 10 CFR 50.120.

3.0 CONCLUSION

The NRC staff has completed its review of Zion Nuclear Power Station CFH training and retraining program. The CFH training and retraining program is consistent with current licensing practice. In addition, the training and retraining program provides adequate confidence that appropriate SAT-based training and qualification of personnel who perform fuel handling activities is conducted. The training and retraining program helps to ensure that Zion is maintained in a safe, stable condition. Accordingly, the CFH training and retraining program is acceptable.
