This letter withdraws, in part, an application for amendment to Facility Operating License No. NPF-42 for the Wolf Creek Generating Station. Reference 1 transmitted an application for amendment proposing to revise Technical Specification 3.5.1. This application, in part, proposed to increase the allowed outage time from 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to restore an inoperable accumulator if inoperable for reasons other than not meeting its boron concentration requirements. References 2 and 3 provided additional  !

information concerning the risk-based approach for extending the allowed outage time.

Wolf Creek Nuclear Operating Corporation (WCNOC) submitted the application for amendment in early 1995 as part of a joint program with Union Electric to provide line-item improvements to the technical specifications. A similar

I license amendment request was approved for the Callaway Plant on August 5, /

.1994. Subsequently, the NRC staff issued guidance in Draft Regulatory Guide,

.DG-1065, "An Approach for Plant-Specific, Risk Informed Decision Making: ,

f Technical Specification." Based on this draft guidance, the NRC staff has requested that WCNOC withdraw that portion of the application for amendment that requested an extension of the allowed outage time frem I hour to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> to restore an inoperable accumulator if inoperable for reasons other than not meeting its boron concentration requirements.

l WCNOC requests that the NRC issue the proposed change that would provide a 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> allowed outage time for one accumulator being inoperable due to its boron concentration not meeting .the 2300-2500 ppm band and maintain the allowed outage time of 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> to restore an inoperable accumulator if inoperable for reasons other than not meeting its boron concentration requirements.
