SPDS QUALIFICATION AND ADDITIONAL AUDIT INFORMATION

Dear Mr. Miraglia:

As a result of an audit held at Rancho Seco on October 26-28, 1987 your staff requested a matrix of the SPDS equipment vs. qualification. On November 13, 1987, the District met with your staff in Bethesda to discuss this matrix (Attachment A). This matrix provides all the remaining information necessary to complete the equipment qualification evaluation of the SPDS.

During the course of the October walkdown of the system, the District agreed to take certain actions based on the observations of your staff. Attachment B provides a discussion of the observations and actions to be taken by the District prior to power ascension.

With this submittal, the District has provided all the information requested for the -SPDS restart evaluation. We will transmit the SPDS Reg Guide 1.97 Instrumentation Technical Specification prior to restart. Furthermore, as we committed previously, we will procedurally implement prior to startup those portions of the proposed Technical Specification not in conflict with the existing _ Technical Specification.

Attachment C lists the remaining SPDS issues that our staffs have agreed will be evaluated after restart.

' General Note: In those blocks marked YES documentation exists which indicates that applicable qualification requireraents have been met.

Notes:

1. The data acquisition system employs frequency shif t keying for interrogation of multiplexer and phase shift keying for response from multiplexer to eliminate electrical interference. In addition, DC power supplies in the multiplexer and the central control units have A-C EMI filters.
2. Equipment is installed in grounded, enclosed cabinets and located in areas l

which prohibit the use of radio transmitters (SMUD procedure AP23.09) and have A-C EMI filters. External cables are shielded, grounded, qualified for class 1 use and routed in instrumentation conduits / cable trays to reduce susceptibility to high voltage or motor control circuits.

3. The vendor has certified that these components have the capability to perform their designed functions while operating within the controlled environment provided by the redundant class 1E HVAC system in the control room.
4. Equipment is located in the control room and will be subject to less than 5.0 x 102 Rads total integrated dose during the remaining life of the equipment. Since the area where this equipment is located is continuously occupied by plant personnel the dose levels are considered low and are designed to remain at this level. In addition, electrical equipment with similar components (e.g. multiplexer) have been qualified to higher radiation levels. For these reasons and the continuing surveillance in the Technical Specification of the SPDS we consider operation in this low radiation environment to be acceptable.
5. These items were manufactured under the vendor's quality program (approved by the District), using commercially available components of high quality. Surveillance requirements covered by proposed amendment 159 to the technical specification will assure SPDS operability. It should be noted that the system (except for upgraded control panels and display monitors) has been operational since 1983 and has provided reliable service during this period.
6. The vendor states that nearby magnetic fields could cause noticeable display distortion. Operation of SPDS monitors, since installation, has not shown any evidence of distortion and other display monitors in the control room (IDADS and the Digital Radiation Monitor System) have not shown any distortion over a period of 2 to 3 years of operating life.

In addition, radio transmitters are prohibited in the control / computer room by administrative procedure ( AP23.09).

ATTACHMENT B During the walkdown the following items were noted:

Observation District Action CRT exposed electronics The exposed portion of the CRT will be covered.

Cables lying on unpro- Protection will be provided to pre-tected edges vent cable damage.

CSU support bracket The CSU will be secured.

Non terminating spares The observed spares were terminated consistent with District standard practice.

Unsupported cable, Cleanup of the cabinets will occur. _

masking tape, etc.

Friction connector The connectors will be reviewed and (inconsistent hold if deemed necessary devices will be down methods) installed to ensure the connection.

' Warped board in H4CDAL This board will be moved to ensure no interference with others.

Single failure concern The attached drawing shows the barri-on CCU's er design which will be installed.

In addition, retainer bars are being installed to hold the circuit boards in place.
