Automated Registration Prugram Mission Need:
In an April 13,1998, SRM, the Commission directed the staff to implement a
{
registration program for approximately 6,000 current generallicensees. This system would support the registration program which is to be in place by February 2000.
As a result of developing a more risk-informed program for regulation of materials licensees (DSl-12), NMSS expects that additional general and specific licensees will be subject to the registration program.
The registration program is expected to increase licensees' accountability of radioactive material by providing increased regulatory oversight.
Project Obiectives:
To design and develop an automated system to facilitate implementation of a user / device registration program. The system should use the existing GLDB as a basis for the design. However, the system should employ current, proven technology and its design shall incorporate features for user friendly and efficient data entry, quality control of data entry, and provisions for updating and verifying information based on information obtained during periodic contact with users. The system must incorporate provisions for generation of standard reports, ad hoc functions, and verification that reports and registration forms have been submitted and that the

appropriate fees have been paid by users. The system design must allow for the inclusion of all data that is common to all other NMSS automated systems.
Process Benchmarking and Redesian; There has been no benchmarking to date as the registration of general licensees is a a
new process being implemented by NRC.
Integration with Business Area Pians:
Compliance Management, Licensing / Approval, and Financial Management.
Users:
NMSS, all Regions, OCFO, and contractors would have access to the system. It is expected approximately 50 people would need access to the system. The Agreement l
States and the public would have read-only access to certain information in the system.

l Infrastructure impact:
1 Database server. It is expected that the system would be accessible through the LAN and read-only through the intemet.
Staffina:
The system will be managed by an NMSS project manager, it is expected that OClO l
will provide support, from the start of the process, in ensuring development of the system in accordance with OClO development protocol.
The system needs to be functional and operational by February 2000.
Acquisition Plans:
An additional database server, high speed printer for registration mailings, and barcoding/ scanner system for updating annual re-registration information from general licensees is needed.
Still need to identify whether off-the-shelf equipment is available or whether a system can be obtained from other sources such as the Agreement States or other Federal Agencies.

The system will be mission critical and will process sensitive 00 CFR 2.790) information.
