Dear Mr. Miller:

--i L - Section 1701 of the Atomic Energy Act includes a requirement for the U.S. Nuclear Regulatory

- Commission (NRC) to report al least annually to Congress, in consultation with the Department of Energy and the Environmental Protection Agency, on the status of health, safety, and environmental conditions at the gaseous diffusion plants. The report must include a determination of the extent to which the gaseous diffusion plants are in compliance with the y standards established by the NRC. ,

We will soon begin preparation of the second Annual Report to Congress. The report will cover the period from October 1,1997, through September 30,1998. The report will be similarin format to the first report issued January 1998, The report will include a discussion of health, safety, and environmental status as well es a determination of compliance with NRC regulations j and standards. These discussions will describe personnel dose and environmental radioactive L '

releases. While some of this information is available in the application, it would be useful if you would voluntarily provide additional information as described in the attachment. We would appreciate receiving the information you elect to provide by September 15.
