SEPTEMBER 1987 OUTAGE

SUMMARY

HOPE CREEK' GENERATING STATION DOCKET.NO. 50-354 Public Service' Electric and Gas' Company (PSE&G):has completed the

September 1987 outage.at Hope Creek Generating Station (HCGS)

,which.was scheduled in order to complete a variety of Technical

Specification surveillance requirements.

This transmittal is provided to. address the. specific testing completed which were the

.subjectLof previous correspondence.

-On Aprill3,'.1987,-PSE&G. submitted a Request for Amendment and a Z : Request f or a.-10CFR50, Appendix J ' Exemption regarding the extension of the two year surveillance interval for the Technical

Specification (TS) 4.4.3.2.2.a and 4.6.1.2.d requirements to

. perform:a' Local Leak Rate Test (LLRT) for 27 containment

. isolation valves.- Supplemental-information provided on May 8, 1987! included the commitment that "the valves in question are

' intended to be. leak rate tested during the planned September 1987 outage."- With the issuance of Amendment 4 to Facility Operating License NPF-57 and 'the Appendix J Exemption on June 9, 1987, the above commitment'was reiterated with the exception of the two g

head spray supply. valves BC-V020 and BC-V021 which can only be

-tested.during a refueling outage (ref:

4/3/87 submittal,

Attachment 2,.page 4).

PSE&G hereby confirms that during the September 1987 outage, 25 of the 27 valves identified in

' Attachment' 1 of. the April 3,1987 submittal (i.e., all but the j

=above:two referenced valves) have successfully passed their LLRT

'~ requirements identified in TS 4.4.3.2.2.a and/or TS 4.6.1.2.d.

,L Secondly,-PSE&G hereby7 confirms that all penetrations and valves which. require an Appendix J LLRT between the September 1987 outage and:the first refueling outage (which is still scheduled.to begin in February 1988) have successfully completed

-their required TS surveillance which were performed during the

' September 1987 outage.

l Finally, on June 1,1987, PSE&G submitted a request for amendment i

s regarding the extension of Action 80(a) for the Technical j

Specification Table 3.3.7.5-1, Safety / Relief Valve (SRV) position 4

indic'ator'for the'F013H SRV Acoustic Monitor.

As indicated i

within the transittal, "necessary maintenance to return the F013H l

o SRV acoustic monitor to OPERABLE status will be accomplished i

during this (September 1987) outage."

With the issuance of j

Amendment -5 to Facility Operating License NPD-57 on June 17,

'1987, the above commitment was reiterated by the NRC and formed a portion of their basis for granting relief in that the interin time periodL(June - September 1987) was short enough to justify compensatory measures identified in two subsequent submittals

' dated' June 2 and June 4,'1987.

PSE&G hereby confirms that during

'the September 1987 outage, the F013H SRV Acoustic Monitor was repaired, successfully sa.tisfied surveillance requirements identified in Technical Specification Table 4.3.7.5-1 and has

been declared OPERABLE.
