Dear Mr. McIntyre:
In an April 2,1993, letter Westinghouse submitted two topical reports at the staff's request which were referenced in the AP600 Standard Safety Analysis Report. Specifically, the reports that were provided were: WCAP-7907-P-A, "LOFTRAN Code Description," and WCAP-10054-P-A,
. Westinghouse Small Break ECCS F. valuation Model Using the NOTRUMP Code.

in the letter that accompanies the topical reports, you identify information which you consider proprietary and request that it be withheld from public disclosure pursuant to 10 CFR 2.790. The subject materialis provided via enclosure to the letter. The attached affidavit (AW-93-442)
. executed by you on April 5,1993, states that this information should be considered exempt from mandatory public disclosure for several reasons including the following:
The information reveals the distinguishing aspects of a process (or component, structure, a.
tool, method, etc.) where prevention of its use by any of Westinghouse's competitors L
without license from Westinghouse constitutes a competitive economic advantage over other companies.

submitted in a June,6,1984, letter (NS-TA-84-270) to the staff. The non-proprietary version of the Westinghouse Small Break ECCS Evaluation Model Using the NOTRUMP Code was

submitted to the staff in an August 19,1985, letter (NS-NRC-85-3056).
Therefore, we have determined that the proprietary material enclosed in NSRA-APSL-93-0113, which is marked as proprietary, will be withheld from public disclosure pursuant to 10 CFR
' 2.790(b)(5) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
Withholding from public inspection shall not affect the right, if any, of persons properly and l
directly concemed to inspect the docur.. ants. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, ensure that the l
consultants have signed the appropriate agreements for handling proprietary information.
If the basis for withholding this information from public disclosure should change in the future such that the information could then be made available for public inspection, you should promptly notify the NRC. You should understand that the NRC may have cause to review this determination in the future, for example, if the scope of a Freedo"1 of Information Act request -
inc!udes your withheld information. In all review situations, if the NRC makes a determination adverse to the above, you will be notified in advance of any public disclosure.
