RELIEF REQUEST FOR USE OF TEMPORARY NON-CODE REPAIR TO A 1-INCH HIGH PRESSURE COOLANT INJECTION DRAIN LINE 'AT PEACH BOTTOM ATOMIC POWER STATION, UNIT 2 (TAC NO. MA2067)
Dear Mr. Edwards:
By letters dated June 17 and June 23,1998, PECO Energy Company requested relief from the provisions of the American Society of Mechanical Engineers (ASME) Code in order to perform a temporary non-Code repair to a 1-inch nominal pipe size high pressure coolant injection drain line at Peach Bottom Unit 2. The repair would consist of a welded on split sleeve that would encapsulate the area of the drain line containing the flaw, a small through-wallleak at a socket weld.
The U.S. Nuclear Regulatory Commission (NRC) staff authorizes the proposed alternative (a one-time temporary non-Code repair) pursuant to 10 CFR 50.55a(a)(3)(ii). Installation of the above described temporary non-Code repair will provide assurance of continued integrity of the piping and ensure that the system adequately performs its safety function until the permanent repair / replacement is installed during the next refueling outage for the unit currently scheduled to commence October 1998. Therefore, compliance with the Code (requiring shutdown of the unit) would result in hardship or unusual difficulty without a compensating increase in the level of quality and safety. This letter formally documents the NRC's June 19.1998, verbal approval of the temporary non-Code repair cited above and we are, therefore, closing out TAC No.
