Dear Mr. Daverio:

The Emergency Services of the Nassau County Chapter of the American Red ,

Cross are controlled by the Statement of Understanding Between the State of 1 New York and the American National Red Cross. dated September 23, 1983.

This document states that:.

"in the case of peacetime radiological emergencies /

nuclear accidents, the American Red Cross will  ;

conduct shelter and feeding operations in centers i and facilities designated in advance. by the Office of Disaster Preparedness (now the State Emergency l Management Office), under arrangements worked out among the Office of Disaster Preparedness (SEMO),

the American Red Cross, etc."

As stated above, it is the usual and preferred practice of the Red Cross to actively participate with State and local government authorities in the development and testing of an emergency evacuation and relief plan that includes a specific Red Cross responsibility to provide mass care services for evacuees and disaster workers. Such participation in the planning process, undertaken by responsible public authorities, provides the best assurance that Red Cross resources will be used most effectively for the benefit of the individuals and communities in need.

However, with regard to the Shoreham Nuclear Power Station, the public authorities in New York have not undertaken a planning process with which the Red Cross can participate. There should be no doubt that without the close coordination of Red Cross and Government activities within the framework of a tested Disaster Response Pl an, Red Cross relief efforts will be negatively effected. It is with that in mind, that all reference to the Nassau County Chapter of the American Red Cross be deleted in the LILCO L plan. 8711240048 871102 l PDR ADOCK 05000322 Q PDR

Nonetheless, the humanitarian mission of the American Red Cross requires that, in the event of a nuclear accident and evacuation, the Red Cross will provide mass care services to the extent of its abilities'and will cooperate with public and private organizations to meet the needs.
