Dear Mr. Turdici:

1 This letter requests proration of the FY98 annual operating reactor fee for Zion Station Units I and 2 in accordance with 10 CFR 171.17. Comed submitted cenifkations cf permanent cessation of operations and removal of fuel, per 10 CFR 50.82, in references (a) and (b). These certifications withdrew operating authority permanently, during FY98.

for Zion Station Units I and 2. According to 10 CFR 171.17, the annual fee for reactors will be prorated based on the number of days during the FY the license was in effect.

For FY98, the licenses for Zion Station Units I and 2 were in effect 161 day s (October 1, 1997 through March 10, 1998). The proposed annual operating reactor fee for FY98 amounts to $8164 on a daily basis. Therefore, the prorated fee for each Zion reactor is

$1,314,404 (161 days x $8164/ day).

Our records indicate Comed has paid $1,489,000 of the FY98 annual operating reactor fee for each Zion reactor. The overpaid amount is $174,596 for each reactor.

[ Comed requests the NRC refund the overpaid amount for both Zion reactors, a total of

$349,192, as soon as possible. The money can be made payable by check to Commonwealth Edison and sent to the address above, care of K. A. Ainger.
