Rewrite of the Oregon State University TRIGA Reactor (OSTR)
Physical Security Plan to Consolidate Amendments, and Resulting Minor Updates to the Plan Made Under the Provisions of 10 CFR 50.54(p); License No. R-106, Docket No. 50-243.
Gentlemen:
In accordance with commitments made by the OSTR staff following an NRC physical security inspection conducted on April 27 and 28,1987, we hereby submit a completely rewritten physical security plan designed to consolidate all of the amendments to the. existing plan into a single docu-ment. Our intent in rewriting the OSTR physical security plan was to avoid any changes to the plan other than very minor editorial changes necessary to make the plan current or better explain various aspects of the plan; however, we have identified several items which might be con-sidered changes to the plan, which were made without prior NRC approval.
These items, which from our viewpoint do not reduce the physical security effectiveness of the plan, will be specifically described to facilitate your review of each one under the provisions of 10 CFR 50.54(p).
In keeping with the instructions in USNRC generic letters 84-18 and 82-39, clarifying information regarding the rewritten plan and the specific 10 CFR 50.54(p) changes are included as a separate enclosure (Enclosure 1) to this letter, while the rewritten plan itself is included as Enclosure 2.
The rewritten physical security plan and the associated minor changes in the plan have been reviewed by the OSTR physical security staff and by the Reactor Operation Committee.
It was concluded by both groups that the safeguards effectiveness of the OSTR physical security program will not be reduced by adoption of the rewritten plan or by incorporation of the minor modifications to the plan.
On the contrary, we believe that our physical security program will be improved by adoption of the rewritten plan.
Upon acceptance of the rewritten plan and approval of the changes made under 10 CFR 50.54(p), we assume that Amendment 7 to our license R-106, dated September 15, 1981, will be superseded by the current plan.
