Dear Dr. Murley:
This is in response to the NRC letter from Mr. D. L. Wigginton to Mr. John E. Dolan, dated September 29, 1987, which addressed a proposed change to the Physical Security Plan for D. C. Cook Nuclear Plant.
The change in question was that part of. Revision 14 which addressed Appendix A (Bases for Selection of Vital Equipment / Areas),

Your letter stated, "The change to your Physical Security Plan 1
which downgrades vital equipment is deemed to decrease the l
effectiveness of your Security Plan and therefore unacceptable under the provision of 10 CFR 50.54(p). Accordingly, you are to I
