McGAFFIGAN X X 7/9/98 COMMENT RESOLUTION in their vote sheets, all Commissioners approved the staff's recommendation and provided some additional comments. On the issue of regulatory requirements for precursor events, Chairman Jackson and Commissioner Diaz preferred that the new requirements be deleted from the proposed rule while Commissioner McGaffigan supported the new requirements. Subsequently, the comments of the Commission were incorporated into the guidance to staff as reflected in the SRM issued on July 21, 1998.
