REGION 111 COMMENTS ON DECOMMISSIONING OF THE SHARED INFORMATION NETWORK (SINET)

Region lll has completed its review of your June 29,1998, memo titled, "Decommissi oing of the
' Shared information Network (SINET)." We fully support decommissioning SINET as soon as possible to avoid the ey;. inses of continued operation and support (approximately $760,000 per year). However, as you are aware, before SINET is decommissioned, there are a number of actions that need to occur. We have reviewed the findings of your staff and have provided several clarifying comments (see attachment).

t REGION lll COMMENTS ON SINET DECOMMISSIONING IFS:
A development meeting was recently held in headquarters to finalize RPS/lRAM (IRAM will replace IFS). At the meeting, an issue arose regarding the need to create " canned" reports tailored to address the recent changes to the regional operating plans. Most meeting attendees agreed that this was clearly slated for Phase il of RPS development. That is, IRAM would be implemented on schedule (September 28,1998). However, one individual
' from NRR believed that NRR management wanted to delay implementation of IRAM until an addRional set of " canned" reports can be designed and added to IRAM.

(Note: The desire for additional canned reports for IRAM has been documented and will be addressed after IRAM has been implemented. Meanwhile, IRAM is a very flexible system. In addition to a limited number of canned reports, IRAM permits creation of reports from scratch (Ad hoc reports). This feature can be used to address the regional operating plan needs until such time as canned reports can be developed for dat purpose.)

MIPS and SALP:
MIPS and SALP cannot be retired until RITSCARD is retired.
i While it is true that MIPS and SALP have been moved to RPS, RITSCARD has not been re-designed to accept data from RPS. Currently, the regions are maintaining duplicate entries in RPS and SINET for MIPS and SALP. In other words, we are creating " dummy" SALP cycles and " dummy" MIPS in SINET to support RITSCARD.
RITSCARD:
According to your memo, RITSCARD will be converted to another platform. RITSCARD is l
the data entry front-end for entering manpower data (RITS sheets). RITSCARD also I
provides a number of error-checking utilities, as well as the vehicle for loading the data up into the DB2 database (that is where all of our management report queries are run). We have no specific comments regarding the system retirement per se, however, please assure that whatever new platform is given to RITSCARD, similar error-checking routines are provided.
