(" Applicant") hereby responds to the State of Utah's comments concerning the Board's Memorandum and Order (General Schedule for Proceeding and Associated Guidance) of June 29,1998. The Applicant has reviewed the NRC Staff's response of July 9,1998 to the State's comments on the June 29,1998 scheduling order.
