SUBJECT:
SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED SEPTEMBER 25, 1987, RE EXTENSION OF LICENSE BACKGROUND On September 25, 1987, UF submitted an amendment application requesting an extension of Materials License No. SNM-1050.- The license currently authori:es the storage only of 190 kilograms of U-235 contained in SpERT fuel rods for a subcritical assembly.
DISCUSSION The request for extension of the ifcense is based on the manpower commitments associated with the present activities at the UF SPERT assembly facility and the delay in issuance of the updated version of the guide outlining the standard format for the renewal submittal.
In April of 1987, UF was sent an updated version of the " Guide For The Preparation of Renewal Applications.For Universities and Research and Development Facilities." The staff believes that an extension will give UF ample time to complete the renewal package. Since the authorized activities remain the same, it is recommended that Condition 4 be revised to show a final extension as follows:.

This licensing action is in accordance with 10 CFR 51.22 (c)(14)(v), and therefore, neither an environmental impact statement nor en environmental assessment is warranted for this action.
CONCLUSION / FINDINGS The staff believes that the extension of the license will have no adverse effect on the public health and safety or on the environment. Approval of the amendment application is recommended.
