SUMMARY
Dear Mr. Kingsley:
The NRC Oversight Panel met with Commonwealth Edison and LaSalle County Station management on June 18,1998, and July 1,1998. These management meetings were open to public observation. Enclosure 1 conf 9 ins the associated meeting summaries. Enclosure 2 contains the handouts provided to the NRC Oversight Panel by Commonwealth Edison during the meetings.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and its enclosures will be placed in NRC's Public Document Room.

Public Meeting Summaries NRC Oversight Panel for LaSalle County Station June 18,1998. Mananement Meetina Summary:
The licensee provided the NRC Oversight Panel with a handout (Enclosure 2) and discussed %e information contained in the handout during the meeting. The discussions centered arour.d the status of the LaSalle Restart Plan and the various steps necessary for Unit i restart. The areas discussed also includert the integrated schedule, system readiness reviews, corporate assessments, status of system testing, and actions taken to transition the site organization to support power operations.
The licensee indicated the following with regards to current plant status and readiness for restart:
The licensee stated that physical work on the plant was expected to be complete on June 26,1998. Extensive progress had been made on completing modifications on the control room ventilation system, and work had been completed on Division lli equipment.
Sustained error free personnel performance remained a challenge. The licensee planned to continue to apply management focus on improving human performance.
The licensee presented an integrated schedule which indicated that Unit 1 plant testing and system tumover would be completed on July 28,1998. In addition, the licensee presented an overview of the site readiness and corporate review process.
The licensee presented the status of system readiness reviews of which 61 of 66 reviews were complete. The licensee discussed the outage activities and performance improvement initiatives that were completed on the electro-hydraulic control system and the service water system.
The licensee presented the actions taken by operations, maintenance, engineering, and radiation protection department personnel to support a smooth transition to power operations. Some of the initiatives planned or implemented by the licensee included reductions in control room distractions, "just in time" training initiatives, increased management presence in the control room, the use of experienced crew advisors, human performance improvement initiatives, training on the online risk monitoring program, and the establishment of a high radiation area control plan.
During the discussions, the NRC staff communicated the following considerations:
The NRC staff questioned the licensee on how work associated with plant systems is dispositioned, specifically licensee management of the " punch list." The licensee staff stated that the work scope is being managed and that the " punch list" items, required to be completed prior to start-up, have been scheduled and will be completed prior to restart.

The NRC questioned whether the site probabilistic risk assessment evaluations have been affected by the many modifications performed during the extended outage. The licensee staff stated that they will review this question and provide an answer to the NRC staff at a later date.
The NRC and the licensee concurred after extensive discussion that the NRC restart readiness team inspection will begin on July 6,1998. The inspection will be an in-depth review of the licensee's readiness for restart.

The licensee provided the NRC Oversight Panel with a handout (Enclosure 2) and discussed the information contained in the handout during the meeting. The discussion centered around the status of the LaSalle Restart Plan and the various steps necessary for Un t i restart. The areas discussed also included the integrated schedule, the Integrated Operations Performance Review (IOPR) the status of system readiness reviews, and an overview of two regulatory programs, specifically the 10 CFR Part 50, Appendix R, Fire Protection program, and the Environmental Qualification (EQ) program. During the licensee's presentation, the licensee I
I addressed NRC questions and comments.
The licensee indicated the following with regards to the effectiveness of improvement actions and current plant performance:

corporate personnel would convene a board to evaluate the readiness of LaSalle to restart The corporate board, which will convene in July 1998, will review site reports, conduct its own independent assessment through discussions with plant staff, and provide a report and recommendations regarding the restart of LaSalle.

The licensee presented some findings from an evaluation of the Division I and ll 4
emergency core cooling system integrated response time tests conducted as part of the licensee's IOPet The IOPR was intended to ensure the effectiveness of LaSalle Station to support restart of Unit 1. The preliminary overall assessment was that human performance was satisfactory with a few specific strengths and areas for improvement noted.
The licensee stated that the LaSalle Restart Plan Action items were completed.
However, the NRC expressed concem that some items had been assigned to other tracking systems and had not been actually completed. Also, Site Nuclear Oversight reviews of some items listed as complete had not been accomplished.
During the discussion, the NRC staff communicated the following considerations:
Referring to poor performance of a crew during a recent NRC observed licensed operator requalification examination, the NRC staff questioned whether licensed operator performance was sufficient to support restart. The licensee pointed out that this crew failure consisted of personnel who were not assigned shift duties (i.e., staff personnel in the operations support area).
Noting a recent licensee identified deficiency in which a few components were found to not be included in the EQ program as required, the NRC questioned the effectiveness of the licensee's review of this area. The licensee stated that a 100 percent review had not j
been conducted; however, a sampling of systems was performed by Nuclear Oversight l

personnel which did not indicate additional instances of failure to include required components in the EQ program.
