FERMI 2 INSPECTION REPORT 50-341/98008(DRP) AND NOTICE OF
VIOL.ATION
Dear Mr. Gipson:
On June 18,1998, the NRC completed an inspection at your Fermi 2 reactor facility. The
enclosed report presents the results of that inspection.

During the 6-week period covered by this inspection period, the inspector observed that
operators were attentive to control board parameters. Control board attentiveness allowed plant
operators to promptly detect equipment malfunctions including feedwater and recirculation speed
controller malfunctions and reactor power oscillations caused by secondary system steam flow
imbalances. Engineering and maintenance efforts to repair these equipment problems are
continuing.
Based on the results of this inspection, the NRC has determined that a violation of NRC
requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice) and the
circumstances surrounding it are described in detailin the subject inspection report. The
violation is of concem because a procedure allowed the defeat of control room annunciators that
were described in the Updated Final Safety Analysis Report without determining whether a safety
evaluation was needed.
The NRC has concluded that information regarding the reason for the violation, the corrective

actions taken and planned to correct the violation and prevent recurrence, is already adequately

addressed. Therefore, you are not required to respond to this letter unless the description
therein does not accurately reflect your corrective actions or your position. In that case, or if you

choose to provide additional information, you should follow the instructions specified in the

enclosed Notice.
