VERSION 1.2 TO 4.1" By letter dated September 10,1997, Westinghouse submitted the subject WCAP and requested l
l that certain portions of WCAP-14967 be withheld from public disclosure. The information requested to be withheld is identified by brackets around the material. This request was made in accordance with 10 CFR 2.790 and is supported by affidavit (AW-97-1164), dated September 11, 1997, which claims, in part, that the information is classified as proprietary because "The l-development of the technology described in part by the information is the result of applying the l
results of many years of experience in an intensive Westinghouse effort and the expenditure of a considerable sum of money." In addition, the affidavit identifies the following reasons:

The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.) where prevention of its use by any of Westinghouse's competitors without license from Westinghouse constitutes a competitive economic advantage over

other companies.

It consists of supporting data, including test data, relative to a process (or component, j
structure, tool, method, etc.) The application of which data secures a competitive economic j
advantage, e.g., by optimization or improved marketability.

competitive position in the design, manufacture, shipment, installation, assurance of quality, c

We have reviewed your letter and the subject report in accordance with the requirements of 9
10 CFR 2.790 and, on the basis of your statements, have determined that the submitted bj information sought to be withheld contains trade secrets or proprietary commercial information.
