1997 ANNUAL REPORT ON THE EFFECTIVENESS OF TRAINING IN THE NUCLEAR INDUSTRY i
Attached for your information and use is the Operator Licensing and Human Performance Branch's "1997 Annual Report on the Effectiveness of Training in the Nuclear Industry."
The report is based on the NRC's (1) review of training-related issues derived from Human Factors Information System data from licensee event reports, inspection reports and examination reports, (2) observations of the INPO accreditation process and (3) review of the results of operator licensing inspection and oversight activities. The report concludes that the INPO accreditation process continues to be an acceptable means of ensuring the training j
requirements contained in 10 CFR Parts 50 and 55 are being met. Although NRC monitoring i
has provided some indications of limited specific weaknesses in training programs, overall, all indicators suggest that the industry is implementing training programs in accordance with the regulations.
The HFIS data used as the basis for this report will be available on-line to the NRC staff by the beginning of FY 1999. Public access to HFIS data via the NRC web site is planned for second quarter 1999.
