Dear Ms. Strike:
In accordance with Section G.4(c) of the subject contract entitled " Task Order Award," of the subject contract, this letter definitizes the subject task order. This effort shall be performed in accordance with the enclosed Statement of Work.
Task Order No. 34 shall be in effect from July 10,1998 through November 30,1998.
The total cost ceiling is $96,493.00, of which the sum of $89,345.00 represents the reimbursable costs and the sum of $7,148.00 represents the fixed fee.
This task order obligates funds in the amount of $75,000.00 The obligated amount shall, at no time, exceed the task order ceiling. When and if the amount (s) paid and payable to the Contractor hereunder shall equal the obligated amount, the Contractor shall not be obligated to continue performance of the work unless and until the Contracting Officer shall increase the amount obligated with respect to this task order..Any work undertaken by the Contractor in excess of the obligated amount specified above is done so at the Contractor's sole risk.

1.0 BACKGROUND
Holtec International (Holtec) has submitted applications to the Nuclear Regulatory Commission (NRC) staff for certification of the HI-STAR 100 dual purpose all metal cask system for the storage and transportation of spent nuclear fuel. The staff is currently reviewing this cask system. Additionally, Holtec has also submitted a separate topical safety analysis report (TSAR) for the HI-STORM concrete storage only cask. The HI-STORM and Hi-STAR components are compatible such that spent fuel transported in the HI-STAR 100 transportation cask could be stored in the HI-STORM storage cask.
2.0 OBJECTIVE To perform an initial review of the Holtec Hi-STORM application and provide the NRC staff with input into a first round Request for Additional Information.
3.0 LEVEL OF EFFORT The estimated level of effort required to perform this work is 5 staff months.
4.0 TECHNICAL QUALIFICATIONS / DISCIPLINES REQUIRED The principal investigators shall have professional credentials in the technical areas assigned to them. They should have a clear understanding of the depth of review generally required by the NRC staff and specifically required by the type of activity proposed by the applicant for the disciplines they represent. In areas that can be best accomplished by less experienced personnel, the principal investigators may act as overseers, providing contractor quality control to task activities. The principal investigators will be responsible for a timely technical review of discrete areas within the entire review effort.
At a minimum, the contract review staff should be prepared to provide expertise in the following areas of review: - _____

. Structural Evaluation - review to be performed by a qualified civil or mechanical engineer; (b)
Shielding Evaluation and Source Term / Depletion Calculations - review to be performed by a qualified nuclear engineer with proficiency in using accepted shielding analysis and depletion codes (e.g., SAS4, SAS2H, ORIGEN);
Thermal Evaluation - review to performed by a qualified mechanical or nuclear engineer; and The reviewers who perform the actual work shall provide detailed technical records of the methods used to evaluate all aspects of their areas of responsibility. Upon completion of an evaluation, the reviewer or responsible principal investigator will distill this record to suitable documentation for inclusion in NRC reports, input into requests for additional information shall be provided in 3 format provided by the NRC staff.
5.0 PERIOD OF PERFORMANCE The period of performance for the work specified in this SOW shall commence on the effective date of this Task Order and shall continue through November 30.1998.
6.0 SCOPE OF WORK The scope of work involves reviewing an application from Holtec International for the HI-STORM concrete storage cask. The Hi-STORM cask is an overpack which is r,mpatible with Holtec's Hl-STAP 100 dual purpose cask system. Hi-STAR is an all-metal dual purpose storage and transportation cask system which is currently under review by the NRC staff. Input into a request for additional information will be developed: This product will be provided to the NRC staff.
Throughout the duration of these reviews the contract review staff should coordinate informally I
and often with the Technical Monitor (TM) and NRC oversight team. The draft Standard Review Plan (SRP) for Transportation Packages for Spent Nuclear Fuel (NUREG-1617) should be used in the reviews. If, during the course of the reviews, it becomes apt arent to the contract review staff that the SRP appears to be in conflict with either the regulations, past practice, or precedence set in other reviews, the contract review staff should alert the TM.
The scope of this review does not include any participation in a public hearing nor any additional review that could evolve from such participation.

- Indicates deliverable Prior to submittal of deliverables (RAls) or at the request of the contract review staff, the contract review staff and NRC oversight team will meet to discuss the deliverables, findings, and other review issues. The review of quality assurance will be conducted in-house by NRC staff.
8.0 NRC FURNISHED MATERIAL To facilitate the work required in Section 6, the NMSS TM will provide the performing organization with pertinent documents as necessary.
9.0 FINANCIAL STATUS REPORTS The contractor snall submit a monthly Financial Status Report i: accordance with Section F.4 -
Financial Status Report of the basic contract. The report is due within 15 calendar days after the end of the report period with distribution as shown below in Section 10.0.
10.0 TECHNICAL REPORTS Technical reports shall be prepared in accordance with Section F.6 - Technical Reports of the basic contract.
11.0 DELIVERABLE PRODUCTS / DISTRIBUTION The following summarizes the required report distribution under this SOW. The NMSS PM shall provide the performing organization with current NRC mailing addresses for this distribution.

12.0 MEETINGS AND TRAVEL Meetings will take place on an as needed basis, at the request of the TM or the contract review staff. Three meetings at NRC's headquarters are anticipated. Coordination meetings, as -
needed, between the contract review staff, NRC oversight team, and the TM are expected throughout the duration of the task. At the TM's discretion, the meetings will be held at NRC headquarters in Rockville, Maryland or at the contractor's offices.
If during the review process an area of review requires technical discussions between contract review sta'f, the NRC staff, and the applicant, contract review staff may be requested to atteno meetings with the applicant.
