White dated October 9, 1987, " Items Identified by the Integrated Design Inspection Requiring Resolution Prior to Restart of Sequoyah Unit 2" In response to a deficiency that was identified during the recent Integrated Design Inupection (IDI) (refer to the referenced letter, item D2.3-3), TVA is adding the Essential Raw Cooling Water (ERCW) traveling screen wash pumps to SQN's In-Service test program. Enclosure 1 contains: (1) a revised table A to SQN's pump test program (reference SQN's Final Safety Analysis Report, section 6.8) to reflect the addition of the ERCW screen wash pumps, and (2) the associated requests for relief PV-22. contains a commitment to test the ERCW screen wash pumps in accordance with the provisions of enclosure 1 before SQN restart. Since this program change contains requests for relief from the American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Section XI, this item constitutes a startup requirement. TVA requests that this submittal be expediently reviewed and a Safety Evaluation Report (SER) be issued to address this change. If an SER cannot be completed to support plant restart, a written response documenting NRC review and concurrence with SQN's pump program would be beneficial. Upon receipt of either an SER or NRC concurrence, SQN will change its pump program to be consistent with NRC's approved position. If you have any questions concerning this issue, please telephone M. Synchronous or induction motor driven pumps do not require speed check per IWP-4400. 2. When flow rate is measured with internally installed plant instrumentation, accuracy will be within i 2%'of full scale. When flow rate is measured with externa 11y' mounted ultrasonic transducers, accuracy will be 1 3% of full scale. 3. This pump uses water lubricated bearings and, thus, lubrication level measurements cannot be~taken. 4. These pumps are not equipped with recirculation / test lines. The nature of the system they feed makes it impossible to-specify a particular flowpath that.can always be1 repeated. Various components which th'ey' feed will'.sometimes require cooling water and sometimes not. Sequoyah established an 3~ l in situ pump curve which establishes the relationship ( between flow and differential pressure in a band around the j pump design point. Subsequent inservice tests compare test i data to this curve using the allowable test ranges per IWP-3210. 1 5. The pump bearings are inaccessible as the_ pump is submerged ] in a pit. 6. These pumps have no installed instrumentation to measure .J i bearing temperature. A bearing cap temperature measurement j is not considered indicative of bearing. temperature due to j temperature gradient caused by operation of space coolers, pump location, etc. / 7. Bearings are cooled by pumped fluid, and bearing temperature measurements are not required per ASME XI. 8. This is a closed coupled pump and does not have a bearing in 3 the pump and, therefore, does not require bearing temperature measurements per ASME XI. j i 9. This measurement only provides indication / verification of adequate NPSH prior to pump start; this. indication.of pump operational-readiness is not applicable for an operating pump. 13. Relief has been requested for Article IWP-3100 that requires adjusting the system resistance. Pumps will be operated in their fixed resistance' systems and both differential pressure and flow rate'will.be' compared to

3, g w,'// REQUEST FOR RELIEF PV-22 g J,,[f, StJA 1 FSA2 as f"$"S fo.gC-75 and EM-7lo-Comnonents-Essentia1 Raw Cooling Water Screen Wash Pumps Class: ASME Code Class 3 (Equivalent) TVA Safety Class C Function: These pumps provide raw water for washing the traveling screens at the ERCW pumping station. Insoection Requirement: ASME Section XI, subarticle IWP-3100 requires the following test quantitles to be performed: 1. Pump Speed. (if variable speed pump) 2. Inlet Pressure, j 3. Dif ferential Pressure. j 4. Flow Rate. 5. Vibration Amplituoe. 6. Bearing Temperature. s 7. proper Lubricant Level. Basis For Relief: The following is the basis for relief listed in order as appearing in the requirements section. I 4. No inline instrumentation exists to measure i flow and the physical configuration of the pump and piping does not allow the use of portable flow measuring equipment such as ultrasonics. Additionally, a minimum discharge pressure has been specified thus ensuring adequateflow to the spray nozzles.,
- 5. The pump bearings are inaccessible as the pump is a deep well vertical turbine pump submerged in a pit. Additionally, the line shaf t bearings are neoprbne and are spaced so that the critical speed of the shaft is suf ficiently greater than the pump speed thus preventing vibration of these bearings.

System degradation will be detected when differential and/or discharge pressures fall into the alert ranges, due to the ', system being a fixed resistance system, and/or by poor spray nozzle performance. e e i.
