that in accordance with my statutory and regulatory duties, I have today J
appointed Judge James P. Gleason as Chairman in the Shoreham proceedings over which Judge Margulies presided. The authority for my action is set forth in In the Matter of Suffolk County, et al., 24 NRC 726 (LBP-86-37A, 1986) and the regulations and policy statement cited therein. Given the current state of complexity of the proceeding and

the need for Judge Margulies' replacement to familiarize himself with l
the case, I deemed it essential that a replacement be named promptly in order to avoid any further delay.
