Enclosed are three signed originals of the Duquesne Light Company's request. for a full power operating license for Beaver Valley Unit No. 2.

The Beaver Valley Unit 2 startup and testing program. has progressed to the point that initial criticality was attained at 0625 hours0.00723 days <br />0.174 hours <br />0.00103 weeks <br />2.378125e-4 months <br /> on August 4, 1987.

Our Low Power Test Program will be completed by August 7.

Immediately upon completion of the Low Power Testing Program, and subsequent review of the test results, we plan to synchronize the turbine .to the grid at which time a reactor power level of > 5% is necessary.

Our current schedule projects a need for issuance of the full power license by August 7, 1987. In support of this request, a number of internal reviews have been conducted to review our operational readiness anc compliance with the low power license requirements.

While minor deficiencies will require corrective maintenance during a maintenance outage later this month, based on acceptable Duquesne Light Company reviews of our overall performance and assessment. of the test program, plant operating characteristics and internal audits of the low power license conditions, we respectfully request that the full power license be issued to support our current schedule.

Our intentions are to continue the test program, evaluate the balance of plant performance, and proceed to an outage for corrective maintenance activities.
