Regulatory Commission (NRC) correspondence summarizing anticipated revisions to the subject Strategy for Achieving Engineering Excellence (Reference 1). Through this correspondence, NPPD is transmitting to the NRC Revision 2 of the subject Strategy as Attachment A.
Following issuance of Revision 1 of the Strategy on April 9,1998 (Reference 2), NPPD conducted a review and analysis ofdesign related discrepancies or conditions previously identified from a period of mid-1995 to present captured in the CNS Corrective Action Program (CAP).
This review confirmed the validity of performance issues and resultant actions contained in Revision 1, Strategy 3, the objective ofwhich is to improve the understanding, accessibility, and quality of design basis information. This review led, in part, to the development of Revision 2 to the strategy. A summary of the changes contained in Revision 2 is included as Attachment B.
3 Attachment C to this correspondence is a Summary of Critical Success Factors (CSFs) which have been introduced as the primary method of determining progress in attaining Engineering l
excellence. Each CSF is comprised of performance indicators and milestones which are demonstrative of high level, terminal objective performance, establishment ofinfrastructure
.Md necessary for sustained expellence, and overall effectiveness.
o,.. b Additional emphasis was placed on producing a workable plan, one in which Strategy efforts complement each other and other station priorities, including the upcoming fall refueling outage.
Attachment D depicts the Strategy, Revision 2, in Gantt chart format.
