SUBJECT:

COMANCHE PEAK PROGRAM EVALUATION As you know, the NRC staff has been trhing to arrange a public meeting 'to discuss issues associated with the Comanche Peak corrective action efforts.

We have tentatively _ scheduled that meeting for December 9,1987, in Dallas, provided that we can confirm arrangements for that date that are mutually-agreeable to the._ interested parties.

The purpose of the meeting is to discuss the results of:the staff's reviewLof the program descriptions as presented in the TU Electric letters dated June 25 j

-August 20 and 28, and September 8 and 23. 1987. As w have discussed, we will 1 not require TU Electric to submit all of the underlying procedures. supporting I those programs; rather, we will inspect and audit those procedures during the l course of our-efforts to determine whether TV Electric is properiy executing their corrective action efforts in accordance with the applicable regulatory requirements' and licensing comitments. We understand, however, that TU Electric has made informal agreements to make these procedures available to CASE.

We generally understand CASE's concerns with these TU E',ectric programs based on comments in previous public meetings and filings maoa to the Atomic Safety-and Licensing Board. Before we complete our evaluation of these programs, however, we will consider any specific comments or concerns CASE may have.

Accordingly, we request that CASE submit any specific comments or concerns you would like the staff to consider by December 1,-1987, so that we may incorporate them into the agenda for the upcoming meeting.

We realize that the current activities to plan for the resumption of hearings are straining CASE's limited resources. Nevertheless, we also believe that the completion of this evaluation cannot be delayed any longer. If you have any questions, please do not hesitate to contact me.
