SUBJECT:

REVISIONS TO LAKEVIEW LONG-TERM SURVEILLANCE PLAN

Dear Mr. Edge:

The U.S. Nuclear Regulatory Commission staff has completed its review of your proposed revisions to the Lakeview, Oregon, Long-Term Surveillance Plan (LTSP) dated March 25,1998.

In that letter, you requested modifications to the procedure for gradation testing of the riprap.

Based on review of the information provided and actual field observations of the procedure, we conclude that the revisions are acceptable. On May 5,1998, the staff observed the implementation of the revised procedure during an inspection of the site. All of the steps in the procedure were closely observed, and the staff was able to obtain first-hand information of the

' results. Based on the inspection, the staff concludes that the procedure is likely to produce somewhat conservative results in that the actual rock sizes and weights are likely to be larger

- than actually mer2ured. The procedure is considered to be acceptable, because of the ability of larger-than-required rocks to pass through the sieve openings. We, therefore, recommend that the procedure be incorporated into the revised LTSP. After you have incorporated this change into the LTSP, please provide us with a copy of the revised document.

Ted Johnson discussed the acceptability of the revised procedure with you on July 2,1998. If you have any questions, he may be contacted at (301) 415-6658.

Sincerely,

[D. Gillen for]
