Enclosed please find one copy of the detailed scenario for the 1987  !

Fort St. Vrain Radiological Emergency Exercise (FOSAVEX-87). This is being submitted in accordance with the 45-day schedule identified in the referenced letter.

The exercise will be a full-scale exercise with full participation by State and Local agencies. The exercise will involve a radiological l release of such magnitude that a General Emergency should be declared l and analysis of Ingestion Pathway effects should take place. Please note that as in past exercises, the primary coolant inventory will be '

increased by several orders of magnitude to attain the release, and that no such release can feasibly occur with the actual primary coolant inventory available in the Fort St. Vrain core.

P-87227 June 22, 1987 Two copies of the F0SAVEX-87 scenario have been sent to NRC, Region IV, and two copies to Battelle Pacific Northwest Laboratories as directed by Mr. J.B. Baird of the NRC, Region IV staff. Any minor k changes to the scenario as submitted, will either be sent to the addressees or, depending on the time frame, will be immediately presented to, and discussed with, the observation team upon their arrival onsite.
