We have reviewed Addendum E-3 to the Vicinity Property Management Implementation Manual (VPMIM) for the Uranium Mill Tailings Remedial Action (UMTRA) Project. Our review identified the following recommended changes:
On page E3-3, the second item: Following the word " Report," add "with NRC concurrence either separately or through NRC concurrence in the VPMIM". This change should also be reflected in Figure E3.2.1 on page E3-4.
Since the BIA holds all Indian lands in trust, BIA should be involved in the development of and approval of any such documentation procedures.
With these changes, we consider Addendum E-3 adequate as a basis to develop state-specific land annotation The NRC staff contact on this matter is Dennis Sollenberger (procedures.FTS 427-4789).
