Dear Mr. Martin:

The District's May 16,1986 (JEW 86-023) and November 5,1986 (JEW 86-667) submittals responded to IE Bulletin 85-03. The submittals specifically described and summarized the District's MOV refurbishment plan to comply with IEB 85-03. The District has expanded the MOV refurbishment program beyond the original scope described in our previous submittals.

Because the District's MOV refurbishment program was expanded beyond the requirements of IEB 85-03 and due to the rapidly changing scope of the MOV refurbishment efforts, work was controlled through a number of procedures and work packages rather than through a formal M0V Refurbishment Program document.

The District is currently preparing a formal description of the MOV refurbishment program. This will include a discussion of how the District will meet IE Bulletin 85-03 in the expanded program. The expanded program does not reduce any of the District's original commitments to IE Bulletin 85-03. All safety related MOV's will still be completed prior to restart from our current outage.

The District will submit the updated MOV Refurbishment Program description to the NRC by September 1,1987. If you have any questions, please contact Jerry Delezenski of nty staff. ,
