,On February-l'4,
- 1985, the Virginia Electric and Power Company submitted'a L
request (Serial.No. 523A) to change the Technical Specifications for North Anna' 1;
Power Station Units 1 and 2.
The proposed changes would have revised.the method'by which the nominal and allowable Intermediate Range. neutron flux trip
-setpoints are-specified.
The setpoint is specified in terms of a level of Intermediate Range detector c*:rrent equivalent to less than or equal to 25% of Rated Thermal Power.- The proposed changes would have allowed' specification of the' trip setpoint in' terms of the actual units of output from the Intermediate Range channels.(i.e., detector current).
Based on several subsequent discussions with the NRC staff, Virginia Electric q

and Power Company withdrew the ' amendment request, with the. intention of
. pursuing an alternative approach to the problem of Intermediate Range Flux Trip i
setpoint variability. -Attachments 1 and 2 provide proposed changes to the Units -1 and 2 Technical Specifications. The proposed changes would reformat the operability and surveillance requirements for the Intermediate kange channels to be consistent with the current Standardized Technical l
Specifications.
In addition, we are requesting a revision of.the nominal j
Intermediate Range high flux trip setpoint. The technical justification and.

. safety evaluation of the proposed changes is provided in Attachment 3.
This request has been reviewed and approved by the Station Nuclear Safety and j
-Operating Committee and by the O fety Evaluation and Control Staff.
It has J
-been determined that this request does not involve an unreviewed safety question as defined in 10 CFR 50.59 or a significant hazards consideration as
' defined in 10 CFR 50.92.
